About The Event

This TTX addresses the complex cybersecurity challenges that straddle both civilian and defence domains. This session is designed to explore the contemporary landscape of cyber threats and highlight the strategic interplay between civilian and military responses to these threats. Participants will engage in discussions and simulations that reflect real-world cyber incidents, allowing them to evaluate and enhance their collective and individual response strategies.

The TTX theme is particularly relevant to the European context, where the interdependence between civilian and military digital infrastructures is increasingly evident. Cyber threats often do not discriminate between these sectors, with attacks on military systems frequently impacting civilian infrastructures and vice versa. This interconnectedness underscores the necessity for a unified and synergistic approach to cybersecurity, where both sectors collaborate to mitigate risks and respond effectively to incidents.

An essential aspect of this TTX is its focus on fostering collaboration and communication among participants from diverse backgrounds. By engaging representatives from defence organisations, universities, NGOs, cybersecurity companies, and national authorities, the exercise aims to promote a holistic approach to addressing cyber challenges. This diversity enriches the discussions, allowing for a multi-dimensional exploration of solutions and strategies.

Participants will assume various roles as representatives from national authorities and agencies, collaborating with counterparts from other member states, institutions, and the cybersecurity industry, including specialists from the defence sector. This collaboration aims to enhance the mechanisms and capabilities for working across different domains. Their collective expertise is critical in ensuring that the exercise scenarios, while fictional, provide a realistic representation of the daily threats and challenges in cybersecurity. With their direct experience in managing cyber threats, these professionals will introduce a practical aspect to the exercise, effectively linking theoretical concepts to their application in the real world.

Session 1

Players work in teams (Policy Team and Technical Team) to develop an initial crisis assessment, determine a plan of action with a clear timeline, and deliver the initial findings report, which includes their assessment of the crisis and proposed solutions.

14:00 - 16:45

Session 2

Players consider the new developments or intelligence in the context of their previous strategies and adjust their course of action. The IMT combines the teams’ updates to compile a report detailing the updated situation, response strategies, and proposed next steps.

Session 3

Players prepare a detailed presentation of their response plans for the evaluators, outlining their strategies, actions taken, key learnings, and future recommendations.

Teams present their final solutions to the evaluators’ panel. PT and TT come together, synthesising their policy and technical expertise under the IMT leader coordination to deliver their comprehensive solution and actions taken for the cyber incident

Evaluators provide feedback on all players’ performances, highlighting their solutions’ strengths and areas for improvement.
