Tabletop Exercise
Anchoring Cyber Resilience: Mitigating future threats in a Unified Digital Europe
8 - 9 October, 2025 | Bucharest, Romania
Organised by The Euro-Atlantic Resilience Centre
Hosted by The Military Technical Academy, Romania
About The Event
This TTX is a discussion event that brings key people from various sectors and organisations together to discuss their roles and response in the case of an emergency, such as a cyber-attack. It is employed to allow organisations to test and fine-tune their response plans, ensuring they are better than adequately prepared for actual events. TTX allows the participants to practice their roles and obligations in the case of a cyber-attack or other emergencies in a safe, but challenging environment.
Under ECYBRIDGE, realistic and relevant scenarios are crafted to exercise the participant and reflect true real-world events. The scenarios are composed of long narratives and injects that simulate the event in real time, and the participant is required to react accordingly.
By involving the civilian and defence sectors, TTXs are therefore fully in line with EU cybersecurity policy and strategy. The mix of the two sectors’ participants is key to the development of synergies and harmonisation of cybersecurity strategies across Europe. The collaborative approach of TTXs encourages mutual awareness and cooperation, reinforcing the EU’s vision of a strong and harmonised digital infrastructure. In such exercises, the ECYBRIDGE project encourages the development of inclusive, multi-sectoral strategies to combat the complex and dynamic nature of cyber threats, ultimately creating a more secure and resilient Europe.
”Anchoring Cyber Resilience: Mitigating future threats in a Unified Digital Europe” is the second TTX of the ECYBRIDGE project and is devoted to the core problem of anchoring cyber resilience in order to avoid future threats in a unified digital Europe. The session is planned as a discussion of the means of increasing the resilience of Europe’s digital infrastructure against the ever-changing cyber threats. The event will consist of scenario-based discussions and simulations, depicting the most likely future cyber incidents, serving as the platform for the assessment and fine-tuning of group and individual response capabilities. The theme is of particular importance to the European environment, in which the principle of resilience is the linchpin of the European Union’s Strategic Compass. The exercise is timely in all respects to the European Union’s current cybersecurity strategies and legislation. The exercise is complementary to the EU Cybersecurity Strategy for the Digital Decade, in which resilience, technological self-reliance, and leadership are central priorities. In involving the stakeholders of the civilian and defence industries, the TTX also helps to support the objectives of the Network and Information Security (NIS) Directive, that of reinforce cybersecurity within the EU. The exercise underscores the need for the building of a strong and responsive digital infrastructure capable of resisting and recovering when attacked in cyberspace. In reinforcing a collaborative approach, the TTX’s ultimate objective is the building of the joint cyber resilience of the civilian and defence industries across Europe.
