Training Session

Courses of Action & The Decision-Making Process – Civilian and Military Decision-Makers

3 - 5 March 2026, Brussels, Belgium

Designed by Risk Sight

Hosted by RiskSight and Constanta Maritime University with the support of the European Security and Defence College (ESDC)

About The Event

This advanced training session is designed to strengthen the ability of civilian and military decision-makers to develop coordinated courses of action in complex cybersecurity crisis environments. The training focuses on the integration of Shared Situational Awareness (SSA), interoperability frameworks, and societal resilience concepts in order to support effective cross-sector decision-making, operational coordination, and cyber crisis response.

Through scenario-based exercises, collaborative workshops, and structured decision-making processes based on the OODA-Loop methodology, participants will analyse risks, identify operational considerations, develop courses of action, and assess cascading effects across critical sectors and infrastructures. Particular attention is given to civilian–defence interoperability, cyber resilience, critical infrastructure protection, and the challenges of responding to advanced cyber threats within the broader European and allied security environment.

Target Audience

The training is designed for civilian and military decision-makers, cybersecurity professionals, crisis management personnel, strategic planners, CERT representatives, critical infrastructure operators, and policy experts involved in cyber resilience, operational coordination, and security governance. It is particularly relevant for professionals working at the intersection of cybersecurity, defence, critical infrastructure protection, and cross-sector crisis response within national, European, and allied security environments.

The event is especially suited for representatives of governmental institutions, defence organisations, cybersecurity authorities, EU and NATO stakeholders, academia, and private-sector entities seeking to strengthen shared situational awareness, interoperability, and decision-making capabilities in complex cyber crisis scenarios. Through collaborative exercises and scenario-based discussions, participants will enhance their understanding of civilian–defence cooperation, coordinated response mechanisms, and the cascading effects of cyber incidents across interconnected sectors and societies.
